Add CSH labels for the labels of the Scheduler job

Description
- There's no hint, what's expected for Start page, entering an URL gives you the hint that the
uid
is expected
- Does Depth really matter here? When I run a cron-job, I would expect to run it through the whole site.
- Frequency setting: How fast will it run? Will it DoS my site? I'd prefer a max. hits/min or similar here
- Label is possibly wrong: on news broken links only
- For some of the problems, CSH could help

It's now displayed that "start page" expects a uid. Fixed in r41688.
Yes, depth makes sense, because together with Start Page you have the option to only check a part of your tree. It's just an option - you can run it through the whole tree.
The label is fixed in r41640.
On performance: I added those hints to the manual in r41846 and r41880.
Adding CSH labels is a good idea, also because the default texts all have those labels, too. That should still be done.
Did you change the Label "Send report to"? I would prefer "Send email report to".
Nevertheless, CSH for the single fields would be good.
