closed"[br]" and "[p][/p]" generate same effect

Description
When adding or editing text elements, the html marks "[br]" generate same effect as "[p][/p]" in the text. I mean [br] creats large line space (like paragraphs) which it shall not.
This bug results in difficulties in page/text formation.
If this is not a core bug, please let me know.

I am reporter of this bug. It's running on Linux Redhat 7.0.
The bug discription should be as follows:

Converted angle brackets to square brackets as HTML tags are not escaped, but entietes are. This is dull.

You mean that p and br tags visually have the same effect?
As long as they appear in the HTML source code, there is no bug in TYPO3. Even if they don't, you'd have check if the RTE transformations are configured right (see the RTE manual).
All other behaviour can be controlled with stylesheets.
