Safe mode: Install Tools doesn't find Image Magick even though it works

Description

Even though ImageMagick is working (I can read in jpgs and generate thumb nails) the install tool says: No ImageMagick install available.

I have safe mode enabled and have set safe_mode_exec_dir to the path where IM is. But probably it is not allowed to read in this directory, so the install tool is not finding it. May be just executing it and see if it works would work better.

This seems to be the exact same problem as described in #14830
