Description

By default when doing translation and coping default content element to new language - headers which are BLANK originally are filled with [Translate to xx:].

As a result additional work to remove them.

Additionally it would be great if:
1. One can set if he want to add the [Translate to xx:] anyway.
2. One can set the text of prefix other than [Translate to xx:]

Right now its bypassed by extention trans_rm.

The problem is connected also with:
00000838: Multilanguage bug in copy content element
which is still open bug.
