Description

This is my first report so please be understangind a little bit.

I'm using Polish characters to set the sitename in Install Tool, yet when the localconf.php is written the characters are wrongly encoded.

I'm using english language pack (in Polish it seems to be ok).

I have [forceCharset] set to utf-8 and it works perfectly in BE (for instance when setting the title of a web page).

I have manually encoded localconf.php to UTF-8 and after conversion the [sitename] was shown correctly.

I would say there is something wrong with characters encoding while writing files by PHP.
