Custom-Workspace enables editing while editing is not allowed

Description
If you configure a custom-workspace with "auto-versioning when editing" and "versioning type element" DISABLED (afaik should lead to force the editor to create a version of the complete page to work on) the "web > page" module continues to show the edit-, move-, new-record- and delete-icons.
The editor can access a CE-Record and edit it and the errormessage, telling that he cant edit the record is shown when he tries to save: his work on the element is lost.
Additionally he is able to create and delete CE´s and to "copy default content elements" to a language version.
If I got the concept right the complete editing-rights for the page should be disabled instead.

Not sure how it is done in Page module. It will take a lot of time for me :( If I have time, I will take a look but probably Kasper is much better person for this...

Hi Guys,
- It is true that icons should be removed. We must work on that for 4.5
- It is not true that the records can be moved in the list module - unless you are admin or owner ofthe workspace (who are not bound by those restrictions!)

No need to fix this anymore, as page-versioning is gone now anyway.
