Remove (grayed-out) icons for element versioning

Description
In a page it is not possible (in a draft workspace) to move or cut records inside a page when using element versioning. It is only possible to move a newly created record until it is published. All icons should be grayed out. The same goes for pages and page versioning. There is only a warning after you have done the whole shebang. Meanwhile there is no indication at all that moving or cutting is not possible.
This error:
1: Move attempt failed due to workspace restrictions: Record could not be edited in workspace: Online record was not in versionized branch! Could not insert record from table "pages" in destination PID "134"

Yes, this is of course a usability problem. I will try to take a look but will concentrate on finding the right API functions for someone else to implement.

This will - unfortunately - not be fixed before 4.5

This seems to be a duplicate or related to issue #3024.

Fixed for quite some time now, as element versioning does support moving and the other versioning types are deprecated.
