impexp: no import without pagetree possible

Description
I want to export frontend users without the pages sysfolder. However this seems not to be possible.
When I click on the checkbox Exclude before the sysfolder in the preeview tree and click on Update, then all my fe_users I wanted to export, get vanished.
I want that I can export only the fe_users table entries on that page and the subpages. They shall be imported into another site into the page from where I start the import tool. However the pagetree parts shall not be imported.
