Description
if i try to use signs that are unicoded and start with a & for example, those signs get converted into & a m p ; - that way its impossible to use unicode characters in the website title. That issue is in the template / sites title and applies to page titles as well. Maybe other places also

What do you mean with "signs that are unicoded" exactly?
I just tested it, setting the "Site title" in my template to "ÄÖÜ &ÄÖÜ Test" and it appears correctly in the output. What character-set settings are you using? Are you using forceCharSet in the install tool?

Unable to confirm.
The Site title set in the template works fine with umlauts, regardless of the forceCharSet setting.

I think this is about setting e.g. "My & # 160 Website" in the template title field what gets converted to "My & amp; # 160 Website"

I see. But why not insert the unicode char directly? Is this issue a problem that should be solved?

For now I set this rather old issue to "won't fix".
In fact unicode chars are actually working in the title tag and I don't see a real reason why we should support any other format here. As the original reporter didn't react for quite some time I think this issue leads to nowhere anyway, we could handle a problem in a new issue.
