Install Tool does not add all needed folders (e.g. typo3temp/pics)

Description
Just done a clean 1-2-3 install of 4.01 and the typo3temp folders were not created.
This may be a permissions problem but 1-2-3 should be able to spot that and present a suitable warning.

The folders are not created because they are not needed at this point.
IIRC the whole problem was only theoretical because of the warnings that were displayed in the Install Tool.
If TYPO3 once tries to write a file to typo3temp/pics/ for example, it will make sure that the folder will be created first (and this was also the case before 4.0.1).
So please check if they are created when you visit the frontend for the first time. If not, there must be a permission problem. In this case, the Install Tool (page 1, not the 1-2-3 part!) will also let you know about this.

Great, the folders were created in the FE. But possibly only after I had already added a root page and template.
So this leaves a problem that the 1-2-3 should not give these warnings unless it really needs to.
If there is a problem with permissions in this typo3temp folder, TYPO3 will not know about it until after the person setting up the site has been to the front end.
Maybe the install tool should not show this worrying message? First time users do not need this kind of distraction.
I just tested this with current trunk:
The installer adds missing folders inside typo3temp/ (e.g.typo3temp/pics) automatically, when you call the page "Basic Configuration". So there is no worrying message, if it is not really needed.
Also no problem with the FE, because an error (if any) can already be seen in the Install Tool.
