Assignment of action not saved

Description
When creating a sys_action typo3 does not save the assignment for groups. I can only produce the behavior on 4.1beta3. I have a 4.0.4 installation where the problem does not occure.

Hi Joris,
this could be related with the JavaScript error which was discovered in bug #16877. Can you please check if you see the same error, and if the patch from there solves the issue?

The issue is not related. I don't see the error when performing the task and the patch does not fix the issue. I have a friend who has reproduced the behaviour on beta2.
