Description
If the typo3conf/-dir is not writeable, the 1-2-3-wizard fails to connect to the database after entering the access-parameters. I suppose this happens because the Install Tool is not able to write a new version of localconf.php to the dir.
As the wizard displays an error-message if localconf.php is not writeable, the typo3conf/-dir not being writeable should also trigger an error; the same goes for all other errors that are marked as "critical" on the first page of the normal install-tool, at least those that are related to the setup of the directory-permissions.

running version 4.2 (trunk from SVN)
i do not get any error about write permissions for localconf.php
type3conf has a+w but localconf.php was missing this right (only u+w)
there is no error displayed in the 1-2-3 installer, instead the page requesting db credentials is displayed again and again without any error
making localconf.php a+w fixed this issue for me
