Can't publish new element without deleting "Deleted element"

Description

If on the same page a user would create a new element and later on delete another it is not possible to publish the new element without deleting the other element.

When you publish the change "new element" you must also publish the changes affecting the whole page to create a "new container" for the new element; simultaneously deleting the container of the element yet to be deleted.

The container of one element should only be removed if the change "Deleted element" is approved/published
