Description
Following discussions on the dev mailing list (and as a replacement to feature request #17771 "De-admin the Tools module"), it has been suggested to rename the "User" module into "User tools" and the "Tools" module into "Admin tools".
With this renaming it seems necessary to clarify the name of the "Setup" submodule to "User settings".
Because translations files in typo3/sysext/lang are shared among TYPO3 versions, two new locallang files were created for renaming the main modules.
The only issue is that "Admin tools" is a longer string and gets very close to the "-" icon for collapsing the menu.
