Localize labels for backend languages in TCEForms

Description

The backend languages are used in the sysext/setup module as well as in TCEforms for the tables be_groups and be_users. So far they have been localized within the setup module only.

They should be moved to a global place, thus the setup module and other referencing files should be updated.

I suggest the lables to be stored in a new file under sysext/lang/locallang_languages.xml
