CSH broken in Extension Manager, Information view

Description
In the Extension Manager, when clicking on an extension and going to the "Information" view, the context sensitive help is now broken. Instead of displaying the help icon with the bubble help on mouse over and a link to open the pop up help window, the content of the bubble help is displayed inline.
Furthermore the help icon has disappeared and the link to the pop up window inside the bubble help doesn't work.

Additionnally the characters are badly encoded. Any non-base ASCII characters (like é, ö, etc.) is garbled.
I didn't include this problem in my initial report, because I thought it was more general, but it happens only in the Extension Manager, Information view. It may well be that solving the above problems will solve this one is the same go.

I have solved that one, but I need to do some cleanup before submitting a patch. It will be coming up soon, tomorrow night normally.
