Disabling Versioning Types 'element' blocks creation of new page

Description

If the 'Element' versioning Type is disabled in a custom draft workspace, the creation of a new page fails.
After filling out the page title and saving, a message is displayed:

1: Versioning type "-1" was not allowed, so could not create new record.

won't fix as element versioning type 'element' won't be supported.

element versioning is the onyl supported versioning in current TYPO3
support for 'pages' and 'branch' type versioning is deprecated
