Description
When trying to create an external link containing german umlauts
(e.g. http://www.städtlifest.ch/) with the rtehtmlarea link wizzard,
it will convert the umlauts to double encoded
UTF-8 bytes (http://www.städtlifest.ch/).
=> The Link does not work.
As a workaround toggle to the HTML source and edit the link there.
The problem exists afaik only in mozilla products.
Tested Browsers:
Opera 9.51: works fine
Firefox 2.0.16: doesn't work
Firefox 3.0.1: doesn't work
IE 6: works fine
IE 7: works fine
Seamonkey 1.1.11: doesn't work
Safari 3.1.2: works fine

Attached patch works around the Mozilla issue.
After applying the patch, before testing, delete all files in typo3temp/rtehtmlarea and clear the browser cache.

Fixed in SVN TYPO3core trunk revision 4017, branch TYPO3_4-2 revision 4018, branch TYPO3_4-1 revision 4019.
