What exactly do you mean?
Could you please give a short step by step example how to reproduce this - maybe also with the TCA configuration you're using? Thanks!

- db tables user and adress
- relation in user table to adress by adr_id -> TCA:

if i try to add a new adress in the user context the eval func is not in the backend template

if i try to add a new adress in the adress context the eval func works

if i try to update a existing adress by setting another existing emial in the user context the eval func works
