Misleading flash message when creation/deletion install tool file (mod setup)

Description

When you (as administrator) delete or create the ENABLE_INSTALL_TOOL file using setup modul, two flashmessages appear:
  • one that is saying the user settings have been updated (not correct but acceptable) and
  • one that is saying that the password has been updated (wrong)

The latter one is clearly wrong and misleading.

revision 25699 has been tested and does show above mentioned bug

This should have been fixed meanwhile (#21271).
I do not get this message anymore. Or can you still reprouce it somehow (without entering a new password ;-) )?

This also is what I get with current trunk. Since it is not correct this should be fixed.
This problem arises, because the enable-button was moved into the form in the tabs.
If we put it out again, this would solve the issue.
Do you have a better idea?
Btw: This is a duplicate of #21271.
