BT:

Problem:
The t3lib_cache_Manager defines the constant TAG_PACKAGES_CODE, it's purpose is unclear and it is never used in v4.

Solution:
Remove it.

The constant has been removed from FLOW3 as well, seems to be a leftover from early times...
