Install tool lacks hint of how to create ENABLE_INSTALL_TOOL

Description

The new install tool still only states:

Fix: Create a file named ENABLE_INSTALL_TOOL and put it into the folder typo3conf/ 
This file may simply be empty.

This file can also easily be created by accessing the User settings as admin.

So give the user this hint and maybe a direct link to the module, when he's logged in as BE admin user.

Would be great, if you could extract the texts (only those on the "The install tool is locked..."-screen) to locallang labels. This would make the BE even more consistent.
