System Requirements point to typo3.org website

Description
The link in the Install Tool (Basic Configuration) "See this page for more information about system requirements." points to a typo3.org page (http://typo3.org/1275.0.html) which undoubtedly will change in the future. I would propose to have the system requirements included in the package.

But do not write them down there ones again, because updates will be likely to be forgotten there.
Better point to INSTALL.txt, which is included in the Core and should always be up to date!

as this issue is very old. Does the problem still exists within newer versions of TYPO3 CMS (4.5 or 6.1)?
