Sorting Content Elements with translations doesn't work exactly

Description

If you want to change the sorting of Content Elements which are transtaled in more languages, the frontend shows another order in the different language.
Clicking on the Arrow-Buttons "up & down" change something, but i can't be able to relate.
If you don't show the "Localition view" it's possible to order the content elements in the right position, but it's not really easy.
The numbers of references of the default-Content switch sometimes, too...

I can confirm this.

Description on the behavior in our system:
- 3 content elements in english, each with a german translation.
- in list modul click on the move up arrow on the lowest of them.
- the english element moves one up to the middle as expected.
- in the frontend the english version is fine
- switching to german the former lowest item is on top and not in the middle.

- given situation again 3 elements in english with german translation
- in page modul language english the same happens

- only in page modul language german the moving acts correct
- but in language english a moving resets the changes that were made in language german.
