Clear all caches" doesn't clear the cache of static templates (based by extensions)
Modificate a static template file, ie:
typo3/ext/multishop/pi1/static/rootpage/setup.txt
These changes are only updated to the database when the cache_hash table is manually truncated (ident: TS_TEMPLATE records).
