File module uses PATH_site in links

Description

I just considered, that the file-modul in all links (not at the tree) passes the whole absolute file or folder path in the link.

FE: Context-Menu, Link at the Icon of an folder, entering the folder etc.

Therefore every editor can easily read PATH_site. There's no need to work with absolute paths in fileadmin

The solution is not that obvious like it seems. There are at least two
possible locations PATH_site . '/fileadmin' & ['BE']['lockRootPath'] .
'fileadmin'. (or similar - haven't checked it right now)

working with relative path below PATH_site without considering
lookrootpath won't work
