After creating the install tool enable file, provide a link to the install tool

Description

Currently when you go to the user settings to create the install tool enable file you get a confirmation flash message.
Obviously you're only creating that file to access the install tool afterwards.

So it'd be great to have a link shown there pointing to the install tool.

In younger core versions, the "create enable file" button was moved from user settings to the install tool module of the backend itself and redirects to the login after click. So this issue is not valid anymore and will be set to closed now.
