File module is shy

Description
The file module has the status 'shy'. When you want to install it you first need to check 'shy' before you can see in in the extension list.
It would seem more logical to me when that 'shy' flag is removed.

Hey Ben,
this extension should be installed by default (or by upgrade wizards) anyway, so I don't think we need to change this. What do you think?

as this issue is very old. Does the problem still exists within newer versions of TYPO3 CMS (6.2.4)?
