Update Wizard: Next button is missing which destroys usability

Description
When doing an upgrade (or new installation) of TYPO3 only changeCompatibilityVersion has a Next button. There is no Next button for installation of System Extensions or other upgrade/installations tasks.
This makes the usability a bit annoying.

There are no 4.5.0-beta1 tag so it's tagged with alpha3.
Same result on 2 different servers and 5 installations, 2 upgrading and 3 new installations.
Server 2 has PHP 5.2

I suppose this may be a consequence of the changes to EM, and related to bug 16457.
This has nothing to do with the EM, Install Tool is standalone and this is no new (but an ugly) situation.
I surely misunderstood something, and that Install tool had to call the EM for installing the extensions.
Yes the situation are ugly - but not any crisis.
I suppose there are more important bugs to solve, so my solutions would be to change the text to tell the user/admin that he has to install these extensions from EM (as a quick fix).
Can confirm this, same over here. Just tried the beta1 in a sandbox. Install using em works.
Could not reproduce that. Since beta1 we improved that alot:
- we have Next buttons now on every step (to go to the next one)
- the installation of the extensions can be skipped (unchecking all checkboxes) and the wizard won't pop up anymore
