"FIRST_INSTALL" file is not found due to wrong rights (and there is no message about the problem)

Hi
I just downloaded the introduction package typo3 v4.5.0
and tried to install it with the url <domain>/typo3
i get the message that i need to create the file: "ENABLE_INSTALL_TOOL".
But its the first time that i install it, so i should get the 1-2-3 installer automaticly with the "FIRST_INSTALL" file.
To solve this i needed to change the rights to the typo3conf directory. but that was not clear to me at the first time. I think it is better to give a message that the rights are not good on that map.
can somebody fix that?

Just tried and the issue still exists in RC1. Not a big issue though because if you create the ENABLE_INSTALL_TOOL, the installation works perfectly.

This is solved since 6.2 and will probably not be fixed any longer in older version. If you still feel it is important to work on that, please re-open and go ahead.
