htmlArea RTE: Incorrect result when inserting horizontal rule in FF and WebKit

Description

When inserting an horizontal rule in Firefox and WebKit directly under the body of the RTE editing area, the cursor is put after the rule, and entering text produces a text node that is not wrapped in any paragraph. This is not expected when configuration property disableEnterParagraphs is off.
