Description

Because of this issue the parameters which need to be swapped for certain IM/GM commands in certain versions of IM/GM are not correct and image generation is broken.

This was previously a part of #22243. The outcome of a meeting with the 4.5 RM Steffen Kamper was to split #22243.
This patch is covered by unit tests.
