There is this nice text if the install tool is locked "... Alternatively, in the Backend, go to User tools > User settings..." and if you click on the link, you get to the user settings. It always bothered me that after switching to a different module, the module entry "install tool" is still shown as active in the module menu.
Solution: Use as link "javascript:top.goToModule(\'user_setup\',1); " and not "../sysext/setup/mod/index.php"
