Active area for navFrame resizing is too small

Description

There is a x-layout-mini-wrapper div added around the ExtJS split bars (between the content container and the tree).

The sensitive area for resizing is too small, only one px, but should be ~10px.
The wrapper-div was added (in viewport.js) to be 10px wide and be sensitive, however the part of beeing sensitive (catching the drag-start) does not work, yet.

So it's hard to resize the frame.
