Other CSH tooltips instantly show after viewing first tooltip

It takes reasonable amount of time for CSH tooltip to show up for a label if moving pointer over it for a first time. Good.

Now quickly moving over next labels it instantly shows the help text and makes BE forms flickering with tooltips as moving mouse over the other labels (witch you often do).

For example: see the tooltip in page setting form "General" tab for Page -> Type. Now navigate straight down to "Exclude from speaking URL". You see all the labels flickering in between.
