Description

Instead of currently two-way (Production + DebugExceptionHandler), it should be three-way:

Debug as is for users in devIPmask
Production as is, but only for logged-in Backend users
"Public" only telling that an error occured (but no cryptic blabla about technical stuff nobody wants to know or should know!)

Aw, just thought about it and
why not use the "production" handler
to display a "nice" message.

So the "public" one isn't needed.

At present the "production" handler
outputs some cryptic messages sometimes,
with no real use for either a developer
nor a visitor/user - so it's useless anyway?!
