Show Exception details only to BE users

Description
Instead of currently two-way (Production + DebugExceptionHandler), it should be three-way:
- Debug as is for users in devIPmask
- Production as is, but only for logged-in Backend users
- "Public" only telling that an error occured (but no cryptic blabla about technical stuff nobody wants to know or should know!)

Sounds quite reasonable to me. You got my vote. :D
Aw, just thought about it and
why not use the "production" handler
to display a "nice" message.
So the "public" one isn't needed.
At present the "production" handler
outputs some cryptic messages sometimes,
with no real use for either a developer
nor a visitor/user - so it's useless anyway?!
