It is not possible to use foreign_sortby only without foreign_field.
Example:
A news record got a 1:n relation to media files. Using foreign_sortby doesn't update the sorting fields in the media elemens.
If this is a wanted behaviour, the manual should be updated, otherwise attached patch could be a proposal.
