Description
You have no chance anymore NOT to install Workspaces or Versioning as those checkboxes seem to be missing now which where still there in beta4 to uncheck so that Workspaces and Versioning get not installed.
Beside this the describing text is misleading users as they might think that they have to perform this update. As soon as they have performed this update the workspace and versioning module get installed and it is no more possible to deinstall it via extension Manager beside deleting it from the Installed Extension List in localconf.php, This problem was not existing in beta 4 where it was very good to uncheck those boxes. and nothing get installed.
But even here the message was missleading as it says the the update failed. It would be better to say that those extensions did not get installed as this is what it is but the update actually does not fail!

I can confirm that uninstalling the extensions "version" and "workspaces" is not possible in the extension manager anymore (old and new EM).

And so it is not possible to reload ExtBase and Fliud to load the new TS config. (Not done by Update Wizard).

The reason for not being able to uninstall extension is, that the information on which extension is missing in the "clear cache" view - thus "showExt" parameter is missing here

Two sepate issues here. The trouble with not being able to skip the installation of Workspaces / Versions during the Upgrade Wizard is issue #24767, which Francois already has made a patch for (pending in the core list, go check, review, test, please).
The issue of not being able to uninstall them afterwards in the Ext-Manager (old and new) is a different topic, which we can further keep in this issue, and is not related to the install tool anymore (which is why I change the category).
