Required select box element isn't required

Description
With the following configuration, the select box isn't required (but it should as the value of the default item is empty).
$tempColumns = Array (
"tx_blabla_foobar" => Array (
"exclude" => 1,
"label" => "LLL:EXT:blabla_foobar/locallang_db.php:pages.tx_blabla_foobar",
"config" => Array (
"type" => "select",
"items" => Array (
Array("",0),
),
"foreign_table" => "tx_blabla_foobar",
"foreign_table_where" => " ORDER BY tx_blabla_foobar.uid",
"size" => 1,
"minitems" => 1,
'allowNonIdValues' => 0,
"maxitems" => 1,
)
),
This bug seems to persist since 2005 or even earlier and isn't solved yet.
