Provide a link to the Install Tool in the user settings after ENABLE_INSTALL_TOOL creation

Description

If you switch to the Install Tool Module in the Backend you can jump to the User settings to create the ENABLE_INSTALL_TOOL File.
After the creation it would be nice to have a link there that directly leads you to the Install Tool back again.
I will provide a patch later
