Decouple extMgm::extPath from TYPO3_LOADED_EXT

Description
To simplify the bootstrap it is required to make t3lib_extMgm::extList() work more early. This is achieved by removing the dependency to $GLOBALS['TYPO3_LOADED_EXT']
