Configurable cookie name feature relies on a started PHP session in the frontend

Description
index_ts has been modified to use $_SESSION['TYPO3-TT-start'] which of course only works if a PHP session is always started in the frontend which of course is not desirable.

So.. is this a blocker for 4.6? How to proceed with this one? Add a check, whether a session is already started? Don't know the context, in which this appears.
