Only workspace admins can send item back to previous stage

Description
When an item has been sent to the 'ready for publishing' stage, regular workspace members will not see the red arrow to move the item back. However, they can edit the item which will automatically move it back to the previous stage. So this behavior is inconsistent. I have not found an option to configure this, so I think it is a bug.

Correction: I mean 'owner' instead of 'admin' in the ticket title.
