Send notifications of changes also to memebers of groups, not only to users

Description
In the actual version of workspaces notification emails are send only to user accounts that are assigned for different roles, not to memebers of assigned groups. That leaded to that users needed to be in groups, but in addition assigned directly if they should receive emails.

Hi Matthias
I agree with you that it is necessary to send the notification also to members of the assigned group.
But I have already solved that problem in my custom stages solution which I presentated at the T3DD09. So I suggest that you have a look at my solution in the repository branch 4.2.6 to check if the implementation is ok for you. Would that be ok for you?
Unfortunately the patch you added is not a correct diff, so I cannot see what you have changed.
Naturally you can give me feedback if there is something not so perfectly coded in my solution.

Hi Sonja,
I so far didn't get your solution installed, that you presented at T3DD09. I used the files from svn but didn't see anything change.
The diff was made with svn, I don't know why it took the whole file. As I made a second diff against t3v4trunk, this became shorter.
