This is not my bug report but we are experiencing this as well and there doesn't seem to be an existing report for this. Original report: http://forge.typo3.org/issues/37490

Pagetree is buggy for non admin users.

First login works fine.
Second Login -> Pagetree closed and if there is more than one tree its not possible to open some of them.

After clearing his Temporary Data or saving anything else the pagetree is working again.
But only until the next login.

I installed Version 4.5.16, deleted the typo3temp, clear all caches, clear configuration cache, different browsers(cleared browser cache) database compare, new user.
Also deleted be_groups; be_sessions and be_users and created them new via the install tool compare.

I get the following javascript error in the console
