Extension Security Report goes green even if TER was never fetched

Description

In the reports section of the Extension Manager, the status regarding the security of the extensions is green alltough the report above regarding the TER is showing a non-green state (e.g. "zero extensions in the local list").

I'd suggest to show a notice as long as the overall TER report is non-green (and in that case ignore the status of the extensions at all).

As soon as the list of the extensions is fetched from TER and is up-to-date, the list of extensions shall be checked again and the corresponding list shall be shown.
