Bug #39220
Non-localized labels do not fall back properly to default language
100%
Description
Whenever a record is not translated, Pootle exports the localization file with only the "source" element and no "target" element.
However the XLIFF parser does not take this special case into account and loads an empty string instead of falling back to the default label.
