Make Backend favicon configurable

Description
Since #37868 the backend comes with hardcoded favicon.
This should be configurable like $GLOBALS['TBE_STYLES']['logo_login'] to brand the backend for certain projects and for better usability when working with multiple projects.

I think, TYPO3 brand images/names should be mandatories in backend(favicon, login screen, splashscreen?,...) to keep the brand name visible for target users (contributors which are mainly customers for IT firms).
Otherwise, TYPO3 as a brand won't be as popular as other CMS such as Drupal or Wordpress and could be less chosen in future projects.
