Description
There are several extensions that now depend on extbase and a corresponding typoscript configuration for mapping or configuration. ext_typoscript_setup.txt is the way to go to automatically include typoscript data.
But without a page and existing (empty) root template all configurations do not work.
This goes for beuser, belog and extensionsmanager.
There should be a extbase / typoscript solution.
Easy workaround might be to always deliver an installation with a page and empty template.

yes, probably the dummy package should be changed to deliver a root page with a root TS.

Actually the dummy package is not strictly required. You can always create your own file structure with typo3conf/ etc. and won't need a dummy package for this. I don't really like this workaround therefore.
Let's be clear that the dependency on FE templates for BE modules is somewhat wrong. However, until that is fixed, another workaround might be to create a virtual page (not stored in the DB) if no other page exists.
